Northern Ontario Appraisals Ltd. has been executing real estate assignments in northeastern Ontario since the late 1970’s and was founded by Bruce Delguidice AACI, P.App. In 2001, the company was purchased by its long-standing employee Lucien Cloutier CRA, P.App. and his spouse Micheline. Lucien brought over 25 years of experience in real estate, as both an appraiser and a broker. He continued the tradition of the company by providing excellent customer service and top-quality bilingual appraisal assignments. As he planned his retirement, Lucien mentored his daughter, Tanya Cloutier AACI, P. App. and son-in-law, Jean Carrière CRA, P. App., as successors which allowed the firm to stay in the family.
In 2017, the couple took over the reigns and became President and Vice-President of the company. Tanya and Jean were eager to grow the company and expanded the territory to include new areas. The couple is no stranger to hard work. The pandemic tested their resiliency, determination and pro-activeness to perform under unprecedented events. They quickly implemented policies and tools to support and protect their team and clients and continued to offer services to meet the demands of the financial market.
Northern Ontario Appraisals LTD services one of the largest territories in Ontario which covers nearly fifteen hundred highway kilometers. The company has helped thousands of clients, over the years, obtain financing to purchase real estate, build their dream property, renovate or provide advice about the market. Tanya Cloutier was born and raised in Northern Ontario. After high school she studied at La Cité Collégiale in Ottawa where she graduated as a Respiratory Therapist and worked in healthcare, within the Cochrane District, for over twelve years. With the urge for a change in careers and her father’s talk about succession planning and retirement, she decided to return to school part-time, to study in appraising, while continuing to work at the Timmins and District Hospital.
Tanya joined Northern Ontario Appraisals in 2011 and achieved her AACI, P. App. designation in 2016. She completed her candidacy under the mentorship of Victor Palangio AACI, P. App. and Lucien Cloutier CRA, P. App. On January 1, 2017, Tanya and her husband, Jean Carrièrebecame the proprietors of the company.
Tanya has a diverse portfolio. She has carried out residential, commercial, industrial, vacant landand multi-family assignments and has been involved on a number of projects as a consultant and reviewer and continues to mentor candidates on their path to designation.
In her free time, she enjoys being at the cottage with family and friends , volunteering as coach of the Theriault (ESCT) badminton team and discovering new destinations.

Partner and Vice-President at Northern Ontario Appraisals is a fee Residential Appraiser. Jean has been a CRA since 2001 in a family-owned company with over 40 years in the industry. His appraisal work includes mentoring candidates, promoting the profession and completing assignments within the CRA scope of practice.
Director and Chief of EMS, Jean Carriere has been in the Paramedic profession while serving the Cochrane District for 25 years. He has been involved in promoting the Paramedic profession as an executive member of the Ontario Paramedic Chiefs Association (OAPC), supervisor, instructor, evaluator, mentor, influencer and leader.
Jean is an alumni from Northern College, Graduating in Business Administration and Cité Collégiale with a certificate in the Paramedic Program. Jean attended York University in the Public Service Studies Program and is a Certified Residential Appraiser (CRA, P. App.) with the Appraisal Institute of Canada.
Jean also received his CMMIII Certificate Municipal Managers with EMS Professional Status. He attended the Landmark Leadership Program at the Niagara Institute and the Governor General Canadian Leadership Conference (Alumni 2015). Jean is a recipient of the N.H MacNally Award for Bravery and the Governor General Exemplary Service Medal.
Jean is the proud father to Zackary and Janelle and shares his life with his beautiful wife Tanya Cloutier. Jean enjoys being at the cottage with family and friends and traveling and exploring new places

Matthew is a CRA.P. App with just over 9 years of experience. Matt holds a 4-year B.A. from the university of Guelph Ontario and his Appraisal designation with Sauder’s School of Business. He also completed the Real Property Management program at Seneca College in Toronto.
Matt began his career in 2013 under the tutelage of retired NOA president, Mr. Lucien Cloutier. Over the years Matt has completed hundreds of appraisals throughout Northeastern Ontario as an independent appraiser. He covers a large geographic area spanning as far west as Chapleau, as far south as Kirkland Lake, North to Cochrane and East to the Quebec border.
He feels the best part of his job is meeting and interacting with new people as well as visiting different, unique and interesting properties. Although the work can come with its sets of challenges, he has learnt to adapt, improve his critical thinking and feels that appraising is a rewarding career. He attributes part of his success to the very supportive and helpful NOA team.
When away from the office, Mathew enjoys spending time with his family at the cottage and playing hockey in the winter.

Deidra was hired in 2013 as the Office Administrator. Shortly after that, she became interested in furthering her career and was encouraged to start the course work required to be an Appraiser all the while working full-time in her administrative role. In June of 2017, she started as an AIC Candidate Member under the mentorship of Tanya Cloutier. She is currently in the process of finalizing her educational requirements and apprenticeship to become a certified Residential Appraiser. In her downtime, Deidra enjoys spending time with family, training her new puppy, Pickles, and traveling.

Started as an AIC Candidate member under the mentorship of Tanya Cloutier AACI, P.APP. Stephanie has been part of the NOA team since January 2018 where she started as an AIC Candidate Member. She achieved her CRA designation in March 2022 after obtaining a Bachelor of Arts (Hons.) degree from Laurentian University. Stephanie is located in Temiskaming Shores and completes residential appraisal assignments throughout the District of Timiskaming.
When she is not busy with work, Stephanie enjoys traveling, camping and spending time on the lake with her husband and two dogs.

Carly Demontigny was born and raised in Timmins, Ontario. She is an AIC Candidate Member studying at Athabasca and Sauders University to achieve her bachelor’s degree and her AACI-Commercial Appraiser Designation. Carly started as a student with NOA in January 2022 and with hardwork and great time management, she was able to complete the required steps to begin appraising under the mentorship of Tanya Cloutier, AACI, P.App.
In her free time, Carly enjoys the outdoors with her family and friends and volunteers as an assistant badminton coach for the French high school team ESCT.

Luc started in real estate in the early 1970’s in Kapuskasing On. In 1987, Luc and his family moved to Timmins where he started working for Northern Ontario Appraisals Ltd. He became President and proprietor on January 1. 2001. He serviced the residential sector until his retirement in January of 2020. His expertise and wealth of knowledge continues to be valuable when he joins the team for coffee. In his retirement, Luc enjoys playing pickle ball, travelling and being at the cottage withthe family.

After Obtaining her Diploma in Administration, Melissa knew it was time for an exciting new start in her field. She joined NOA in 2020 as the Office Administrator. Melissa is the first point of contact for applicants and lenders alike, providing quotes, information on the appraisal process and managing the day-to-day business. She works closely with the appraisal team to ensure proper scheduling and seamless operation from start to finish.
When not at work, Melissa enjoys spending time with her children, husband, favorite fur baby and family and friends. She looks forward to camping during the summer months, snowmobile trips in the winter and getting out to enjoy nature and all that Northern Ontario has to offer.
Administrative Assistant
Amanda is a meticulous, task-driven Administrative Assistant with a 10+ years of experience. She is equipped with exceptional ability to facilitate all aspects of internal and external communications, support the day-to-day administrative, financial and operational functions by working collaboratively with multiple level executives.
Amanda currently holds the title of Coordinator of Administration with the Cochrane District Social Services Administration Board, in the Emergency Medical Services Department. She also supports Northern Ontario Appraisals Ltd as an Administrative Assistant. Her hobbies include fishing, camping and attending concerts.
Office Clerk
Zackary has been with NOA since 2020 as an office clerk. He enjoys the diversity and flexibility of the work and is interested in pursuing his studies in business. He hopes to someday be an appraiser like his parents, Tanya and Jean. When not at work, Zack enjoys hockey, badminton, downhill skiing and being with his family and friends.
